Do a TBA Throttle body adaptation. Can we do Throttle Body Adjustment in SX4 (2009) with CNG? 9/10 times this is what wrong, clean the throttle body. If you dont have a check engine light then I doubt its the TPS. The TPS is not adjustable on your tundra. Mine did the same thing until I cleaned the throttle body at about 18k miles. They get gunked up with fuel and carbon and stuff. It happens to most of them.

Throttle body adjustment I would start checking for something binding up the linkage or cable. If fact, I would loosen the cables and see if you can get a 100% reading moving the linkage by hand. If that works then re-adjust the cables as per the manual and see if you have full motion.
